Referring to the precedent in Hari Chand Aggarwal vs. Batala Engineering Co. Ltd., the Court emphasized that even if an Additional District Magistrate has been invested with all the powers of a District Magistrate under other laws, they are not automatically competent to exercise powers delegated by the Central Government, as in this case under Section 7 of the Explosive Substances Act, 1908.
